Berlin, Germany – 18 March 2026. The German Croatian Forum and the Croatian Embassy in Berlin, in cooperation with the Clausewitz Network hosted the second “Defence Dialogues” event: The New Europe – An Evolving Environment, building upon their 2025 inaugural forum.

Leading security experts discussed Europe’s changing strategic landscape and the urgent need for stronger cooperation among allies. Ambassador Gordan Bakota called for open dialogue and reaffirmed Croatia’s strong commitment to NATO and the EU.


In her keynote, Colonel Sarah Fortin advocated for a unified and long-term approach to European and transatlantic security in light of persistent global threats. She stressed that post-Cold War security environment can no longer be taken for granted and highlighted the importance of sustained readiness and resilience. Outlining key priorities for the coming decade, she identified deterrence, industrial resilience, technological superiority, information security, and societal cohesion as fundamental pillars of NATO’s future effectiveness. She concluded that unity and adaptability within the Alliance are essential for defending democratic societies.

The first expert panel explored practical challenges to reinforcing NATO and European defence structures. Discussions centered on overcoming national, institutional, and procedural obstacles; better aligning defence innovation with operational needs; and deepening shared strategic responsibility in a complex global security environment. Panelists included Colonel Sarah Fortin, Croatian Defence Attaché Captain (Navy) Ivo Musulin, and Lieutenant General (Ret.) Frank Leidenberger. The panel was moderated by Lieutenant General (Ret.) Andrew M. Rohling.


The second panel tackled the pressing need for rapid technological innovation in Europe’s defence sector, focusing especially on unmanned systems and emerging technologies. Speakers highlighted the value of closer integration between industry and the military, more agile procurement, and greater interoperability among NATO members. They observed that Europe’s future defence capabilities hinge on leveraging existing industrial strengths while fostering swift innovation and broad cross-sector collaboration. Panelists included Lieutenant Colonel Matthias S. and Alexandros Kolios, with Marc A. Pruem, Chairman of the Croatian German Forum, serving as moderator.
